Role
We are seeking a Planning/Finance Manager to manage and monitor the administration of S106 agreements (planning obligations) ensuring the collection of contributions at the correct time and to ensure that a robust audit trail is in place for all planning obligations.
As a line manager this post is also responsible for ensuring that all relevant County policies and procedures are adhered to and concerns are raised in accordance with these policies.
Key responsibilities

To manage and maintain a tracking and reporting system on all planning obligations (Section 106 agreements) to aid the implementation of the Capital Strategy in responding to the development of sustainable communities.To identify the need for, negotiate and secure appropriate funding to support these objectives.

To manage the monitoring and compliance of each S106 agreement (planning obligation) involving liaison with legal services and developers to ensure awareness of the financial constraints under the terms of the agreements.

To advise on the appropriateness of expenditure of contributions in relation to existing and future agreements and their effective input to the capital programme.

To carryout year-end financial processes partly in place of and in liaison with, Shared Services

To provide monthly budget monitoring details for revenue accounts and assist with forecasting income and expenditure.
Experience
-
Working with planning and transportation section 106 & S278 agreements
-
Working and developing ACCESS databases
-
Working with SAP
-
Report writing experience
-
Local Government experience, preferably including financial duties
Competency
-
Qualified AAT or CCAB part qualified with appropriate membership.

Understanding of local authority service infrastructure requirements

Understanding of public and private development industry and commercial awareness

Understanding of local authority financial and funding procedures
